We bring a holistic understanding of economic and social impacts. This includes quantitative analysis of direct benefits and appraisal of wider impacts.

Funding and Due Diligence
We identify potential funding sources and evaluate options for planning and delivery of projects. We also lead technical due diligence reviews to support investors and lenders.

Our team
Tim Ashwin – Director & Founder

Tim is an economic consultant with over 16 years of experience supporting regeneration, transport and infrastructure projects.
He set up Tim Ashwin Consulting Limited in mid-2022, motivated by a desire to deliver consultancy services in a more flexible and innovative way. Tim previously worked for over 12 years at Arup.
Tim has produced business cases for numerous projects including city centre and high street regeneration schemes, station upgrades, transport links and business parks. He has extensive knowledge of analytical and quantification methodologies used for financial and economic benefit appraisals and impact evaluations.
Tim’s wide-ranging experience also includes transaction advice, regulatory analysis and due diligence reviews. Tim understands the critical drivers for successful procurement, delivery and operation of infrastructure projects.
Tim is a fluent German speaker.
Sunny Slater – Economic Consultant

Sunny is an Economic Consultant who recently graduated with a Bachelor of Economics from Cardiff University.
Sunny brings a discerning and objective approach to his work, consistently incorporating diverse perspectives and sources into his analyses. Drawing on his studies, he has applied his economic knowledge in a variety of contexts. Sunny served as the Chair of the Cardiff Business School’s Student-Staff panels and contributed his expertise to PSWholesale, a prominent player in the nightlife fashion import, retail, and wholesale industry.
Sunny understands the intricacies of business operations and customer service. He founded and managed NewYard, an online retail venture, where he achieved over 100 successful sales, maintaining a 100% five-star feedback rating over the course of a year.
Rupert Hutchings – Economic Consultant (part-time)

Rupert is an Economic Consultant, studying for a BSc in Politics and Economics at Cardiff University.
Rupert’s analytical capabilities are built on his studies of econometrics at university, and experience scrutinising government department data in order to achieve savings outcomes whilst working at HM Treasury. Rupert also has substantial experience in the analysis and drafting of policy, accumulated during his studies of politics and experience as an economic advisor at HM Treasury.
Undertaking extensive multisource research and evaluating evidence, Rupert is able to deliver cohesive and reliable findings, pairing this ability with his understanding of government literature such as the Green Book.
